Rooted Foot is a transcendental skill that causes the part of the target's body in contact with the ground—or if the target is atop a building, the body part in contact with the building—to be unable to move.
If the target is wearing shoes, the shoes are stuck to the ground and cannot be removed.
In contrast to the effects of Binding of Earth, which stops all movement of the target, this skill allows the target to move any part of its body not stuck to the ground.
The body part that is stuck cannot be removed, even by extreme physical force.
